The key is to keep at it, experiment, find ways to be successful.  As more women negotiate, it will become the norm and the penalty will disappear.  Plus, isn’t the “we” approach a more sustainable, connecting approach?  Perhaps that can become the norm and the current “it’s all about me” style will be penalized.
